[General] Kuwait ISP's Topology and Peering

Faisal,

I have good news and bad news. I'll start with the bad news first: There's
no fail-safe policy between ISPs. If an ISP goes down, it has to take care
of its customers and traffic is not rerouted to other ISPs. The same applies
during International cable cuts. It's up to the ISP to handle its users
(home & enterprise) during such a crisis. Other ISPs do not sell bandwidth
to each other either during problems.

The good news, my buddy at QualityNet (BoJacob) provided me with graphs of
traffic flowing through QNet's network from other ISPs. The graphs are
attached.
