This should work if its not propagated through the net. Saudia is well ready for this since the whole country is a huge intranet.

There used to be an Arabic search engine called Ayna that had
introduced Arabic TLDs many years back. They had a lot of problems
with DNS servers and forwarders. Have these issues been resolved on
all levels (at consumer device level, too)?
