[General] Kuwait ISP's Topology and Peering

For things to improve between  telco companies and ISPs a TRA
(Telecommunication Regulatory Authority) is needed just like Bashar said ..

and for things to improve when it comes to IT services offered by government
administrations we need something like the State Audit Bureau but for Tech
services that can actually audit on administrations and ministries and hold
them accountable for badly executed IT services ( like unaccessible websites
with flash navigation/websites that can only be viewed in IE6)
or  the lack of IT services ( Not automating basic services) ..

because the problem is that till now a lot of organizations view IT and IT
services as a luxury not as the basic necessity it has become !
