[General] Kuwait ISP's Topology and Peering

Huge companies or maybe corporations was blind enough to have the peering fact under consideration?! what appears to me in my humble research that Kuwait has no reliable internet infrastructure at all. Is it the blaze of competition to be the primary goal or the country itself?

The very same problem ever existed since the nineties! KEMS did not peer with Qnet and vice versa. I know this country cruise at snail speed when it comes to development but is it only the system's fault? what happened to the massive IT-Minds whom sent abroad to study and train at the core and bleeding edge of technology and educational institutes?! how come this was never been rallied by us digital freedom fighters and GNU spirit?

Forgive me, but i feel bitter to see this happening in the first middle-eastern country to grant internet access to the public, i.e Kuwait.....what a shame.

I heard this story from our networks professor in college so here I relay it to you:
This was probably after FastTelco opened and all ISPs weren't peered with each other, instead all traffic goes outside then back to Kuwait.
It was either a minister or a higher up in Kuwait University who gathered owners of ISPs in a meeting and as soon as they started talking he stopped them and asked everyone yo call the other instead.
They got the message and later on they did peer with each other.
Now, according to an insider friend, there are SLAs between ISPs to share traffic during problems like cable cuts.
