Every ISP in Kuwait has it's own local peering with other ISPs, it's like an unwritten agreement between providers so that local networks/sites would be reachable without having to go through international links -applies for most of the local traffic, but not all of them- so if you can be specific of what kinda of peering you are looking for i think i can help, you can coordinate with your provider to advertise your traffic through other ISPs the way you want it, but again it depends on what your requirements are :)
