Actually i had this in mind since the 90ies for an Open Source official social society but like you mentioned it will almost definitely end up under KITs umbrella. The ministry in no need for budget shedding considering the economical atmosphere, but who knows, it might happen and one day we can meet in OSKW headquarters.

but don't u guys think that OSKW should be registered @ Ministry of Social Affairs & Work as an organization first? Or is OSKW under the Kuwait IT Society umbrella?
