Its singapore's govt. IIRC
Lots of ppl tried to volunteer or even pay from their own pockets to make it follow standards with no luck with old microsoft technologies used to develop their websites

I would volunteer my time if any company wanted to consult on egov
initiatives to make their sites more accessible. Its simply horrid --
and supposedly they are consulting with Hong Kong govt.
