[General] Int'l phone call cafes to be licensed soon (VOIP)

Looks like a partial privatizing of this sector, normally providers would pay loyalty fee or per license just like the internet service providers and sub-providers. You'll see services from calling cards up to your own business SIP. This was supposed to be legalized one year ago but the upper hand of corruption was, well....upper.
