I did an informal survey of some of the training centers when trying to 
evaluate their coursework for web development. Almost all are crap. They 
don't follow any known standard (like say CIW) and just have their own 
way of doing things.

For your friend, to cover the basics, I would recommend the CIW track, 
then get online and go through the various sites. Start at w3c.org
