Better late than sorry, so here's my 2 fils on the matter:

I know a security consultant who's a college drop out but holds many
certificates and writes white papers for security conferences and
attends black-hat meetings.

Apart from what the guys already suggested, visit this guy's website
and see which certificates he's got so far and see which fits your
needs:

You listed your interests as: cryptography, trusted operating systems,
secure programming, open source
and firewalling techniques, web Application security.

The thing is, even after getting your college degree and proper
certificates, your customer base is quite minimum in Kuwait. My guess
is that you'd be limited to banks and huge investment houses. Either
as an employee there, or a freelance consultant.

So I suggest you take some self-presentation courses to be able to
sell your skills to the future employers ;)
