I assume you are not referring to the Screen Saver bogus threat !! :)

Regarding the other case where the bandwidth was consumed by someone 
downloading my whole website content, I am not sure how to approach this 
problem!
I don't know if there is a way to instruct Apache to limit upload size 
per client IP?!!!
But frankly, I did not have time to investigate thoroughly yet. May be 
some one in the mailing list can help!
 
Regarding our Open source group, we started our mailing list on Dec 2006 
and slowly growing.
