[General] Ruby vs. PHP

The problem would eventually boil to the web server: If you have a
webserver that isn't dedicated and have no shell access nor the
ability to change system files (like in my case), it's a safe bet to
go with PHP, as most servers are LAMP-based, and using a PHP framework
would mean to simply include the files in the project, rather than
demand a certain version & certain files to the system (Python).

Plus, I already have some messy experience with PHP; might as well get
it right this time!

Ahmad, what do you mean by "Out performs" ? In which aspect? Design?
Coding time? Performance?
